PCR Director
The PCR Director is responsible for overseeing the entire PCR Program. This person reports to the Athletic Director, however he or she retains authority over all PCR related decisions. Responsibilities include (but not limited to):
- Oversee PCR programs
- Manage to PCR Policies & Procedures
- Coordinate with commissioners on tactical items
- Advocate for PSD and leadership
- Prepare and distribute registration forms
- Field complaints and/or suggestions
- Assist with team selection if needed
- Coordinate and Facilitate Board Meetings
- Schedule and facilitate quarterly PCR Board meetings
- Prepare meeting agenda
- Publish and file meeting summaries
- Attend Program Committee meetings as needed
- Manage PCR Budget
- Analyze costs and fee structures for each program
- Recommend appropriate fees
- Process and record registration fees
- Process and record cost invoices
- General involvement with budgetary concerns
- Manage annual data for an annual report to the PCR Board and PSD Board
- Coordinate Field Space
- Organize officials for traveling programs as needed
- Schedule events and practice times utilizing the space available
- Coordinate gym/field space with Athletic Director
PCR Board
The PCR Board is a volunteer board comprised of six community members and one School Board representative. This group is responsible for working with the PCR Director to ensure the programs are fulfilling the mission of PCR. Each board member will be required to serve on at least one or more Program Committee to help guide the strategic direction of each program. The PCR Board also provides input on policy changes and should serve as a check for the PCR Director. They would meet roughly on a quarterly basis to discuss program updates and/or changes recommended by the Program Committees.
Program Committees
For each activity offered by PCR, there is a corresponding Program Committee. This group is responsible for helping set the strategic direction of the program. They will meet on a seasonal basis, to help make decisions about items such as (but not limited to):
- Review basic expectations of program (i.e. In-House vs. Traveling)
- Identify strategic program changes such as training needs, league selection, etc.
- Coordinate and facilitate player evaluations, coaches clinics, player clinics
- Conduct/Review annual post-season survey
- Recommend policy changes, but do not set policy
Each committee should consist of:
- PCR Board Representative
- In-House Program Commissioner
- Traveling Program Commissioner (if applicable)
- One or more Program Coaches
- One or more other community members
- PCR Director
- High School Varsity Coach

Program Commissioners
The Program Commissioner will be responsible for operating the program during the season. These responsibilities include (but not limited to):
- Oversee Coaching Staff and Program
- Attend registration night
- Organize and meet with coaching staff
- Organize practices, and game schedules
- Prepare summary of the season for Program Committee
- Assist with team selection if needed
- Equipment and Uniforms
- Assist with ordering uniforms
- Inspect and order equipment via the PCR Director if needed
- Assist with distributing equipment
- Collect and store equipment at the end of each season
Coaches
The Program Coaches are responsible for managing their team during the season. These responsibilities include (but not limited to):
- Administrative
- Communicate with Program Commissioner as needed
- Sign a PCR Coach’s Code of Conduct - annually
- Complete a background check
- Organize practices
- Assist with team selection
- Communicate with parents throughout season on (but not limited to)
- Scheduling changes – rain outs, loss of gym time, etc.
- Additional reminders (pictures, etc.)
- Coaching Expectations
- Be a positive influence on our youth
- Emphasize fundamentals and fun
- Demonstrate good sportsmanship on and off the field
- Adhere to PCR program directives regarding playing time
- Equipment and Uniforms
- Distribute uniforms and schedules to parents and players
- Manage team equipment
